Another potential candidate for that could be Commons-VFS although that is a single Maven module currently. https://commons.apache.org/proper/commons-rdf/userguide.html#Creating_Commons_RDF_instances shows how it now uses ServiceLoader SPI to find implementations, which could be good to revise/test for Java 9 modules.
