The scope is not really well defined...

One way to start is to have a look at the "Commons Math" code in package 
[org.apache.commons.math4.stat|https://git1-us-west.apache.org/repos/asf?p=commons-math.git;a=tree;f=src/main/java/org/apache/commons/math4/stat].

The functionality should be split into modules of the [new 
component|https://git1-us-west.apache.org/repos/asf?p=commons-statistics.git;a=tree].

What to port first and how to redesign it so that it fits with today's JDK is 
open, and would be discussed on the "dev" mailing list.  If not done yet, 
please subscribe, post a message signaling your interest and don't hesitate to 
ask more questions over there.
