For me, for example, the RC for Commons Collection 4.2 RC1 should live here:
https://dist.apache.org/repos/dist/dev/commons/collections/commons-collections4-4.2-RC1
and the uncompressed site here:
https://dist.apache.org/repos/dist/dev/commons/collections/commons-collections4-4.2-RC1/site
