server failover environment set up as per guidelines mentioned in apache docs :
[https://commons.apache.org/proper/commons-jcs/RemoteAuxCache.html]
It works well when both servers started, it fetches data from jcs and display
cache hits on admin console. but when primary server fails to start then
secondary server not picking hits from jcs
