To extend the ISSNValidator to include an ISSN extraction from EAN-13.
After verifying the submitted identifier is of type ISSN-EAN-13 ("977" prefix,
valid check digit) the extraction would take the ISSN digits and recalculate
the check digit and return the standard 8 digit ISSN.
