The fix:
- Updates the Javadoc for {{org.apache.commons.csv.CSVFormat.POSTGRESQL_CSV}}
- Updates the escape character for 
{{org.apache.commons.csv.CSVFormat.POSTGRESQL_CSV}} to a back slash.
