It looks to me that there is no existing suitable replacement. There is DEFLATE
implementation in pure Java: [https://github.com/ymnk/jzlib] but I'm afraid it
could be slower than native code.
Probably java.util.zip.Deflater/Inflater should be re-implemented in Commons
Compress (with use of JNI), with only functional difference from the original
classes that they use PhantomReference or a Cleaner instead of overriding
finalize().
