Thanks for your interest. New contributors are welcome at all times.
However, be aware that someone already intended to work on this (and indeed, in
the context of a GSoC commitment, it includes all current sub-tasks of RNG-32).
There has been a [discussion on the "dev"

definitely [subscribe|http://commons.apache.org/mail-lists.html] if you wish to
help with "Commons" projects).
There are many issues that need attention. Especially, we want to prepare the
first release of ["Commons
Numbers"|https://commons.apache.org/proper/commons-numbers/]. This requires a
thorough review, writing documentation, and completing functionality porting
from "Commons Math", as well as fixing the "legacy codes" in the latter, so
that they depend on "Commons Numbers".
