We recently discovered over on TIKA-3017 that Java's BitSet can cause an OOM at
-Xmx1g by the insertion of 2 integers. It would be great to add a community
standard BitSet into COLLECTIONS....apologies if I've overlooked it.
[~rcmuir] recommended stripping down Lucene's SparseFixedBitSet as a candidate.
I've tested it, and it looks quite good.
