A good starting point is to browse all the pending issues in "Commons Math"
(CM), several of which are related to the contents of the CM {{stat}} package
(and design the new component while avoiding those pitfalls)
The ["dev" ML|http://commons.apache.org/mail-lists.html] archive contains many
discussions about last year's attempt to get that project going (namely in the
context of GSoC). However, we were side-tracked by too many things; so if you
are interested in coding a statistics library using modern Java (a.o.
functional programming and multi-core processing), you are most welcome.
The first step is definitely to subscribe to the "dev" ML, and make proposals
there.
