Yes, that would be the case for any significant change to the codebase.

For minor "clean-ups", it would not be necessary, and regular contributors 
indeed do routine changes (like fixing typos in Javadoc) without opening a JIRA 
report.

The case for creating these reports is two-fold:
* collect the same kinds of (even minor) issues in the same place (rather than 
spread in one's mailbox by automatically generated emails),
* JIRA is a place where I can communicate with the contributors (while GitHub 
is not).
