Class {{MapUtils}} (in package {{o.a.c.m.ml.neuralnet}}) contains methods
{{findBest}} and {{findBestAndSecondBest}}.
It is proposed to create a new {{MapRanking}} class, to provide a method for
ranking all (or a user-defined number of the best) neurons.
