Hm, there are two copies of RELEASE-NOTES.txt in the repo, this is lame. I'll
remove the duplicate and the list item, the info is still there and linked from
the same page as "Release History" with a link to
[https://commons.apache.org/proper/commons-text/changes-report.html] page
