The docker containers for aarch64 and ppcle have been moving so this updates the build matrix to grab openjdk and set the JAVA_HOME appropriately. Also set `-Denforcer.skip=true` on the mvn command line to skip checking maven as the enforcer now wants >3.5.0, while Ubuntu Xenial only comes with v3.3.9. ---------------------------------------------------------------- This is an automated message from the Apache Git Service.
