Add a Mail Manager to modify the mail content

The mail manager is a new screen in the project group pages.
With it, a project group manager will can modify the mail subject/body for the
current project group or reuse a global template.
The template can be associated to an event success/failure/error/ new account...
The user can modify it from the UI and some scripting can be used to generate
the content, maybe groovy
For example, for a project group and with a script editor, the user can create
a html template with the project logo and attach the build output to the mail
