Can't configure build mail notifier when using war

When running the application as a war file in Tomcat, there's no way to
configure the build mail notifier attributes (like from name and address)
because the configuration file is buried in the web archive. Would be nice if
this could be specified externally somewhere so that we could quickly upgrade
by simply dropping a new war file in.
Yes, I realize that Tomcat can run the web archive blown out, which gives me
access to the file, but I'd like to leave it as a war for quick replacement.
