Hmm, yeah.. if parallel builds is turned on, the master will build the project
locally. I thought that allowing the two features to work together means that
the master can distribute builds and build projects locally in parallel. For
the 1.3.1 alpha release, would this be sufficient for now? Either that or just
allow the user to pick whether to build all the projects locally (in parallel)
OR distribute all the builds?
