continuum with tomcat will not shutdown

Install Continuum as per:
http://continuum.apache.org/docs/1.3.3/installation/tomcat.html
$CATALINA_HOME/bin/catalina.sh start
Continuum seems to work just fine.
$CATALINA_HOME/bin/catalina.sh stop
Tomcat tries to stop, but the jvm remains running and has to be manually killed.
