Admin page to show system status and prerequisites

This is the equivalent of the old "Happy Axis" page from using Axis web
services - it would check all the prerequisites, and if they didn't pass, there
was no point in going on.
For Continuum this would be things like whether mvn, ant, svn, cvs are found on
the PATH (and what versions).
Displaying the server time would be nice, in case it has drifted.
