This is intentional, or at least it's working as designed right now.  However, 
it does keep coming up.  Is the documentation not clear?

If you are sharing a user database among several Continuum instances, you would 
not want the group roles to disappear just because the group is deleted from 
*one* instance.  The same group may still exist on other servers.
