My impression is that this is working as designed, and the labels are just
misleading.
That is, when the build was split into two phases (prepare-build and build) a
decision was made to use the existing queues, but they were not renamed.
I'm not necessarily asking for a behavior change here, just re-labeling to
avoid cognitive dissonance.
If the decision is made to add a separate set of queues for checkouts, then I
agree, that would be more than minor -- but I would first want to address the
issues I've brought up on the dev list about how queues are attached to
schedules.
