Description:
I should be able to release a project using the "provide parameters" option as
long as there is an existing tag.
With distributed builds, I'm unable to release using the "provide parameters".

I did some investigation and found out that it looks for the
"prepared-releases.xml"
This file is used by the release perform so it will know which agent the
release prepare was done.
However, when "providing parameters" during release perform, it should not look
for this file.
