I just tried this with trunk (1.4.0-SNAPSHOT) and I get the same results from 
the command line or with Continuum.

The project is in svn here:  
http://svn.apache.org/repos/asf/continuum/sandbox/scm-config/trunk

And here are the two tags:  
http://svn.apache.org/repos/asf/continuum/sandbox/scm-config/tags

1.0 was done at the command line and 1.1 was done through Continuum.

I'll give it a try with 1.3.5 just to check, but I don't think anything has 
changed.

Can you see anything that's different from your project?
