Selenium tests fail if run at certain times crossing the 'on the hour' default

I ran the Selenium tests and had testQueuePageWithoutBuild fail. It appears
that this test ran shortly after 11:00, expecting no builds to be queued, but
they had been as that is when the default schedule triggers. The schedules
should be disabled except when they are being tested.
