Committed initial implementation in r947907
- added a continuum-view-report permission
- only those with a continuum-view-report permission will be able to view the
builds report page
- only those with a continuum-view-group permission will be able to view a
project build in the report page
- search by date range, build status and triggered by
- configurable row count
- paginated
