The default local repository is updated during continuum startup. 

I tried it on linux and it's working. The previous location of my DEFAULT local 
repository was "/home/marica/.m2/repository". I changed the localRepository in 
my settings.xml and the DEFAULT local repository was changed to the new 
location after restarting continuum.
