The documentation [1] says:
Check Build Fresh to do a fresh checkout from SCM before the build process.
Check Always Build if you want to execute the goal every time you build the
project.
The way I read that, they seem to be independent options.
If Build Fresh really implies Always Build then the documentation needs to make
this clear.
Seems to me it would be more useful if Build Fresh did not force a build.
Instead, it should force a fresh checkout if the build was scheduled for some
other reason, such as Always Build or a dependency change.
