cordova build fails if the plugins directory is missing. The plugins directory
can be missing when a project without plugins is cloned from git.
Adding plugins/.gitignore didn't work since the "cordova build" tries to load
plugins.xml from /path/to/project/plugins/.gitignore/plugins.xml
