Hey [~anis], sounds good about keeping the list logic in {{cordova-cli}}.
However, I think we need better test coverage than what [currently
exists|https://github.com/apache/cordova-cli/blob/master/spec/plugin.spec.js#L90]
("should list out no plugins for a fresh project").
