This issue also applies to the new BB10 implementation, across the entire file
API.
In the WebWorks SDK, there is an API call "blackberry.io.sandbox" which
determines if local storage will be used or file system API.
Ideally this will be transparent to the user in cordova. If a file:/// path is
requested, an un-sandbox operation will occur. The call will error out if the
app does not have permission.
