How to upgrade a project is a problem, for sure, but with a little bit of time
you can do it, by creating an empty project, and bringing everything inside
again. This is certainly not something funny though, in particular if you
release a new version of cordova every month. But it's doable, and that's
what's most important.
The "multiple cordova-cli projects" problem is another thing. Without the
ability of having multiple projects with different cordova versions in
parallel, I won't use cordova-cli starting with my next project, I have to be
honest. Would it be possible to have all scripts/binaries included in the
project folder for example?
