When you install the tools, do you install them with {{sudo}} or without?
If you install them with {{sudo}}, it means your node installation is in a
global location, meaning all cordova-cli code + scripts become executable only
by super user. What _should_ happen is you should see a giant notification
after installation ([this exact
one|https://github.com/apache/cordova-cli/blob/master2/bootstrap.js#L47]) that
tells you you need to {{chown -R <your username> <the location of the
cordova-cli install>}}.
Apparently on some linux machines, this notification isn't coming up.
