currently all existing notification apis have been placed into the vibration
plugin.
we will need to split the apis out so that only the vibration apis exist in the
vibration plugin and the notifications exist in the dialog plugin.
it also seems that the beep api which currently exists in the notification api
has a dependency on media apis.
