The default behaviour of cordova-cli is to inject a {{config.xml}} into each
created app.
When cordova-cli is configured with {{cordova.config(...)}} to use a custom app
template, it will continue to replace the app's {{config.xml}} with it's
default file.
This behaviour is nice when the app does not provide a {{config.xml}}, but it
should not replace an existing {{config.xml} file.
