First crack at the API is in!
Still to do:
1. Allow http: URLs to be handled by DataResource for simple GET requests.
2. Add checks to getInputStream() that ensures users are not calling it from
the UI thread nor the WebCore thread.
3. Update plugin guide
4. Make some plugins use it.
