For lack of a better place to put it, I've added it to the mobile spec project.
It's in {{cordova-mobile-spec/cordova-plugin-whitelist}}
I think it makes sense to have it there; it probably shouldn't be a widely used
plugin. Its only purpose right now is to facilitate testing of the whitelist
internals across different platforms, so mobile spec should be the only project
using it.
