does plugman rely on the plugin script, Bryan? If so, then it remains, and prep
for 3.0 will only include removing the autoloading functionality.
The plugin script installs plugins to a different directory then plugman, and
uses a different syntax for installation/removal. Providing two tools will
interfere with our tooling story for 3.0.0.
