   I've been experiencing something similar. Though the video capture works 
fine it seems to be stored in a place in an area where even if the android 
application has storage permissions, it cannot be retrieved.
   
   This is the video being captured

   and when I try to copy the file to the application's directory (with a 
different cordova library (cordova-plugin-file)):
