   You can still target 30 - I use these preferences:
   
                preference name="android-minSdkVersion" value="19" 
                preference name="android-maxSdkVersion" value="30" 
                preference name="android-targetSdkVersion" value="30"
   
   My app works on Android 11 and shows the targer SDK as 30 (see pic)
