We also ran into this issue on a TCL LX Tracfone running Android 8.1. We could record a 7 to 12 second video then a toast saying "Size limit reached" would appear and it would stop recording. Logcat logs seem to indicate that it is related to a 300kb size limit. We had originally set the CaptureVideoOptions's "quality" property to be 0, in an attempt to save space.
