### Motivation, Context & Description **Bumped Release Dependencies:** - `execa@^5.1.1` - `fs-extra@^10.0.0` - `init-package-json@^2.0.5` **Bumped Dev Packages:** - `delay@^5.0.0` - `jasmine@^3.10.0` **Other Changes:** - Rebuilt `package-lock.json` This PR does not update ESLint because it will require a bit of code changes.
