Well, I tried with
```
<preference name="android-minSdkVersion" value="21" />
<preference name="android-targetSdkVersion" value="31" />
<preference name="android-maxSdkVersion" value="31" />
```
then tested on real Android 6.0.1 and it never fires ready. So from my point
of view, it's not even compatible
