Apple changed the behaviour on iOS 7.0.
With retina iPads, there is an option for 1x and 2x to toggle the resolution.
With a non-retina iPad like the iPad 2 and iPad mini v1, there is no toggle, it
is always at 2x. However, as you have seen the size is off - it should be
"fixed" at 960 x 640 as expected by iOS 7.
