Status Update:
* Branch is created.
* JS snapshot and VERSION are updated to 3.1.0-rc1
* Ran ./cordova-coho/coho audit-license-headers -r android and found
Whitelist.java was missing a header. Fixed.
What's left is testing mobile-spec and tagging.
