   ### Motivation, Context & Description
   <!-- Why is this change required? What problem does it solve? -->
   <!-- If it fixes an open issue, please link to the issue here. -->

   Setup reverse port for Android.

   Enabling ADB reverse allows physical Android devices to communicate with the
local Paramedic server running on the host machine. Once the reverse mapping is
set up, the device can reliably reach the host at:

   ```
   http://127.0.0.1:{PORT}
   ```

   However, Android device testing over USB is not always stable. Devices may
intermittently lose their ADB connection, requiring the device to be physically
unplugged and reconnected. In some cases, simply reconnecting is not enough. I
seen cases where USB debugging authorization may need to be revoked and
re-authorized from the device, or the previously installed test application may
need to be uninstalled before the connection becomes stable again.

   The goal of this PR is to implement only the minimal communication support
required for Android device testing while the main purpose of paramedic is to
run in a CI, for example GHA, and use emulators/simulators.

   ### Testing
