   Update & Add GHA Workflows

   ### Description
<!-- Describe your changes in detail -->

   - Updated Android Workflow
     - Bump `reactivecircus/android-emulator-runner` to `2.37.0`
   - Added CI Workflow
     - Only runs CodeQL for now
   - Updated iOS Workflow
     - Bump `maxim-lobanov/setup-xcode` to `1.7.0`

   Additional Notes:

I noticed some plugins were not synced with the current configs, and some
plugins either kept or updated the iOS 15.x and 16.x entries in the test matrix.

I did some investigation and found that keeping iOS 15.x and 16.x is
unnecessary.

GitHub currently supports macOS 14, 15, and 26. macOS 14 comes bundled with
Xcode versions 15.0.1 to 16.2. The oldest available simulator is iOS 17.0 when
using Xcode 15.0.1. This implies that iOS 15.x and 16.x are not technically
running against the expected version. Test logs also show that it was unable to
find the simulator and falls back to another simulator.
