I would guess that this is related to the way defaults were handled and that 
the platform was being overwritten by CLIs preference default tags.

Ultimately they end their issue with the following quote " It 
[<platform>/<project>/config.xml] should not get affected by CLI build, though" 
which is now inherently false since the platform config.xml is now considered a 
build artifact.

Rather than fixed, I almost feel as though its invalid, but perhaps we should 
wait for the reporter's feedback.
