Joe Bowser resolved CB-5151.
----------------------------

    Resolution: Won't Fix

This will always be needed on Android, because Android WebKit is rarely
updated. There's also the fact that WebKit != Blink and I don't know if Blink
made this change or not. That's beside the point, since Blink will probably
not be used for Android WebView until at least KitKat and maybe even later.

> Recently, [WebKit has deprecated|http://trac.webkit.org/changeset/119527]
> {{target-densitydpi}}. This is a component of the Hello World's meta viewport
> tag that is required for earlier Android version to render correctly.
> When we deprecate Android 2.3, I believe we can safely remove
> {{target-densitydpi}}. However, we should test on early 4.x Android versions
> to ensure that this is true.
> This issue exists as a reminder to remove {{targetdensity-dpi}} only after
> Cordova Android has dropped support for 2.3.
