Done and done. Tested IAB, FileTransfer, and Capture using mobile-spec. Only
test that fails is FT's basic auth test, and it only fails due to the whitelist
when you don't have <access origin="*"/>. 3.1.0 includes whitelist changes that
shouldn't be included in 2.9.x.
