I met the same problem even after setting proxy. Below is plugman output
message,
$ plugman -d info plugin
Error: connect ETIMEDOUT
at errnoException (net.js:901:11)
at Object.afterConnect [as oncomplete] (net.js:892:19)
Please note that cordova CLI does work with proxy, but it always installs
plugins for all platforms. So plugman is still preferred.
